Aren’t there standards to construction in Israel? Yes but… Israel Standards Institute has a long list of standards covering thousands of subjects, everything from tolerances in concrete construction to straps on roller shutters. Architects design to these specifications
and many of these standards are mandatory but there is no governmental body that checks construction standards on an ongoing basis.
Many contractors have Quality Control personnel but they are paid by
the contractor so they are not impartial, slanting every aspect of a job towards
the contractors benefit. Also being paid minimally means they do minimal work.
Usually contractors are reviewed governmentally only when major
disaster strikes. If your builder can, he will minimize the Standards Institute requirements and give inferior materials otherwise know
in the US as bait-and-switch.
In England the architects is king
in the US the city inspector is king
and in Israel the builder is king
The buying public has no one looking out for them except independent
qualified Quality Assurance Personnel. It is up to the consumer to have a qualified representative on site continuously reviewing the parts and process for you.
Let the buyer beware is a understatement.
